From Capital Plan to Community Impact: Ways of Working in Public-Sector Project Delivery

Municipal capital planning is a unique, complicated discipline heavily dependent upon community involvement and transparency. An effective municipal planning framework should be structured and portfolio-based to allow municipalities to identify, prioritize, and deliver infrastructure investments that support long-term community objectives. When aligned with Project Management Institute (PMI), this approach yields effective capital planning and strategic alignment resulting in successful projects which promotes risk management, inclusive stakeholder involvement and responsible budget management. Participants will explore the delivery system behind public-sector capital work, including execution decision points, stakeholder coordination, and the governance mechanisms that keep projects moving from plan to impact.

Denise P. Bell is an accomplished leader in municipal infrastructure development with more than two decades of expertise in capital planning and project oversight. Bell oversees a skilled team of technical professionals who manage the design and construction of critical city infrastructure and municipal buildings. She has spearheaded the successful completion of capital projects valued at over $300 million. Bell holds a B.S. in Urban Studies and a Master's degree in Community and Regional Planning.
